I can recommend a script regsubmitter, in the beta testing which I participated. There is a version of the script for the Russian (16sht.) and foreign (15sht.) social bookmarking.

If the PR before your page on outbound links distributed evenly suspended, except for references to the attribute nofollow, but now link with nofollow still not accounted for, but (!) - Other links receive the same share of PR, as if it were open all outgoing , ie, without the attribute nofollow.
